minor rules tweaks

Updated the rules to note that nameless NPCs arn’t generally able to fight off players 1v1, but can potentially close the gap with technology, numbers, team tactics, etc. Also noted that nameless NPCs will rarely kill characters; the days of large bases eating newbies are now in the past. This is mostly an antifrustration measure.

I’m also considering allowing player characters the option to pay a fine or some such to get out of jail faster if they’re captured by NPCs.

Basically sitting around doing nothing for potentially weeks on end sucks and I would like to provide an alternative.
